Attorney. Graduated in Law from Eduardo Mondlane University and has an Accounting course at Instituto Comercial da Beira. Dr. José Caldeira is the partner responsible for legal consultancy services in several areas, including legal advice to the Government of Mozambique. He led and participated in the drafting of several Mozambican laws and regulations, including the Land Law and its regulations, the Mining Law and its regulations, environmental regulations related to the mining sector, the Petroleum Activity Law, amendments to the Code of Civil Procedure, Telecommunications Law, Insolvency Code and Regulation on Road Financing. He has extensive experience in institutional reform of the Mozambican public sector, including the judiciary and other institutions. He has more than thirty years of experience in the practice of law, having been a judge at the Maputo City Court.
