Introduction
In May 2008 Secretary of Health & Human Services (HHS) Michael
Leavitt called for a new strategy for import safety that would roll back
the borders.1 The call for a more global approach to import safety followed
a year of import safety scares that shook Americans confidence in the
products they consume. Secretary Leavitts recommendation summarized an Interagency Working Group (IWG) report that called for fundamental
changes in how the U.S. regulates food and product safety. The report called for reforms at both the legislative and agency levels.
