Energy Policy at a Crossroads: The One Big Beautiful Bill Act and Mexico’s Legislative Overhaul

In the past few months, new federal administrations in both the United States and Mexico have pursued their energy policy goals by promoting structural legal changes. In this webinar, Anthony "Tony" Marino from Gordon Arata will explore key aspects of the One Big Beautiful Bill Act that are reorienting government priorities to strengthen the domestic production and consumption of coal, oil, and natural gas. Also, José María Lujambio Irazábal from Cacheaux Cavazos & Newton will also explain how Mexico’s energy sector was reshaped by constitutional amendments and a package of new legislation so that government planning and regulation can prioritize the State-owned public companies Pemex and CFE in their respective markets.

Scott O'Connor serves as chair of the Oil & Gas Section for Gordon Arata. Scott’s practice focuses on oil and gas and complex commercial litigation. He has litigated and arbitrated numerous disputes involving onshore and offshore operating agreements, mineral servitudes and leases, purchase and sale agreements, title disputes, royalty claims, gas balancing agreements, farmout agreements, decommissioning obligations, environmental and toxic tort claims, lien and security rights, partitions of co-owned property, preferential purchase rights, pipeline transportation agreements, severance tax claims, and unit agreements. He has defended national and state class actions involving oil and gas pricing practices, including antitrust litigation, and he has represented oil and gas clients as creditors and debtors in bankruptcy proceedings, and claimants in concursus and interpleader actions.

Anthony "Tony" Marino

Anthony "Tony" Marino, of Gordon Arata, focuses his practice on energy transactions and regulatory matters. His work includes drafting and negotiating oil and gas agreements, acquisitions and divestures of mineral properties, and energy financings. Additionally, he advises clients on regulatory issues on mineral leases both onshore in Louisiana and offshore in state and federal waters on the Outer Continental Shelf (OCS). Tony represents clients before regulatory agencies, including the Bureau of Ocean Energy Management, Bureau of Safety and Environmental Enforcement, and Interior Board of Land Appeals on matters ranging from plugging and abandonment liability issues and oil spill financial responsibility, to royalty valuation and relief and non-compliance.

José María Lujambio Irazábal

José María Lujambio Irazábal has been part of Cacheaux Cavazos & Newton since 2014, and in 2018 he was appointed as a partner. His work for clients has included regulatory and permitting advice, as well as the preparation and negotiation of various types of contracts for the electricity sector, representing utility-scale and onsite power plant projects deploying solar photovoltaic, wind, and cogeneration technologies; qualified suppliers and traders enabled to participate in the wholesale electricity market, and numerous end users, particularly from the manufacturing industry.
