Ryan was admitted to the New York State Bar in June 2008. Prior to joining Coughlin & Gerhart, LLP in 2023, he worked just shy of eleven years for the Broome County Attorney (eight of which as Senior Assistant County Attorney). Ryan brings a wealth of government practice experience to Coughlin & Gerhart, LLP and its public law practice area, as well as its labor and employment practice area.
The bulk of his work at Broome County involved providing general counsel and general litigation services to several of the Broome County Departments, to which he was assigned as liaison. This included conducting NYS Sanitary Code enforcement proceedings and drafting then Governor Cuomo’s COVID-19 safety protocol enforcement policy for Broome County. Ryan handled matters relating to FOIL, Open Meetings Act, lease agreements, tax litigation, land use matters, contract negotiations, and several labor and employment matters, including defending Broome County from EEOC and NYS Division of Human Rights complaints. For eight years he lectured Constitutional Law at the Broome County Security Division Peace Officer Academy.
Prior to working for Broome County, Ryan worked in private practice, where he predominately practiced in family law, matrimonial law, criminal defense, and general litigation.
