Graduated in Law from the Federal University of Rio de Janeiro. Specialization in Regulatory Law from Fundação Getulio Vargas – FGV and in Environmental Law from Faculdade Cândido Mendes.

Marvin Menezes started his career in the energy area in 2005 in the Legal Department of Light in Rio de Janeiro, completing in 2020, 15 years of career specially dedicated to the Brazilian Electric Sector.

It has a holistic view of the business and its technical, regulatory and legal dimensions, with extensive experience in matters related to the Brazilian Electric Sector, from generation, in its most diverse sources, through transmission to distribution and sale of energy. In this area, it advises companies, free and special consumers, traders, among other agents in the electricity sector, in the most varied activities, such as the relationship with the Ministry of Mines and Energy ("MME"), with the National Electric Energy Agency ( “ANEEL”) and with the National Agency for Petroleum, Natural Gas and Biofuels (“ANP”), Energy Research Company (“EPE”), National Electric System Operator (“ONS”), among others.

Advises energy companies in tariff readjustment and review processes, and in administrative and judicial proceedings on regulatory matters.

His deep experience in the energy sector has led him to understand and act in other areas of infrastructure, working with related contracts such as: EPC (Engineering, Procurement and Construction), Built to Suit, BOT (Build, Operate and Transfer ), among others. It also deals with matters related to the operation of these contracts after signing, working side by side with the operational team in the day-to-day activities of energy companies, including activities in the areas of litigation and arbitration, regulatory, civil and environmental issues, among others.

Marvin is a member of the Special Commission on Electric Energy of the Brazilian Bar Association of Rio de Janeiro and a member of the Brazilian Association of Photovoltaic Solar Energy (ABSOLAR) and the Brazilian Institute for the Study of Energy Law (IBDE). In addition, he is a professor at IBDE and LLM in Infrastructure Law and Regulation at Faculdade Getúlio Vargas – FGV.
