Dave has been in private practice since 1988, focusing on environmental, toxic tort, land use, energy and related matters. He represents clients in Federal and State Courts and before a variety of regulatory agencies including the New York State Department of Environmental Conservation (“DEC”), the U.S. Environmental Protection Agency (“EPA”), the Federal Energy Regulatory Commission (“FERC”) and the New York State Public Service Commission (“PSC”). Dave represents a wide range of business entities, municipalities and individuals.

Prior to entering private practice, Dave held several positions with the DEC. From 1977 to 1984, Dave served as the DEC’s Energy Counsel. Thereafter, Dave served with DEC’s Division of Environmental Enforcement (“DEE”).

From 1975 to 1977, Dave served as a Staff Attorney with the New York State Department of Agriculture and Markets.

Dave is a 1975 graduate of Albany Law School and a 1972 cum laude graduate of Union College. He has authored several articles on environmental, land use and regulatory law issues. Dave has been a frequent speaker on environmental and land use matters before professional and civic organizations.
