The DFEH has jurisdiction over both private and public entities operating within the State of California, including corporate entities, private sector businesses located in the State of California, and all State departments and local governments.

Finally, Skelly administrative proceedings must be provided to an employee by an employer prior to the imposition of discipline. This discipline can include termination, demotion, suspension and reduction in pay due to demotion or transfer. An employee's Skelly rights entitle the employee to due process consisting of 1) notice of the disciplinary action; 2) a copy of materials upon which the action is based; and 3) a chance to respond to an impartial reviewer prior to discipline being imposed.
