Wes Caine has practiced in trade and customs law since 1973. Beginning as a Trial Attorney in the Customs Section, U.S. Department of Justice, he represented the Customs Service before the then U.S. Customs Court, now U.S. Court of International Trade. He has since represented numerous clients in all aspects of customs law including matters involving classification, value, origin, marking, and admissibility, and he has advised and represented clients in customs audits and enforcement proceedings. In the past, he was an adjunct professor of customs law at the Georgetown University Law Center, in Washington, D.C.

Mr. Caine has also participated extensively in antidumping and other trade-law proceedings on behalf of both petitioners and respondents. This has involved representing clients before the U.S. Department of Commerce, International Trade Commission, and reviewing Federal courts. Representative matters include the proceedings involving semiconductors from Japan, color picture tubes from Japan, cellular mobile telephones from Japan, and anti-friction bearings from Germany, Japan, France, and other countries. He has also published in the field in a leading journal of international law.

With an LLM degree in trade regulation and an M.A. degree in economics, Mr. Caine has participated in antitrust analysis and litigation. This has included assisting clients in matters before the Antitrust Division, Department of Justice, and certain Federal courts.
