Philip A. Butler, Esq.
Philip A. Butler has been an Associate at Stewart and Stewart since 2005. Mr. Butler is experienced in a variety of international trade law matters including antidumping and countervailing duty proceedings, export controls, trade adjustment assistance, international and bilateral trade agreements, and WTO dispute settlement. While at Stewart and Stewart, Mr. Butler has participated in proceedings before the Department of Commerce, the International Trade Commission, the Court of International Trade, and the U.S. Court of Appeals for the Federal Circuit. Additionally, Mr. Butler focuses on investment and legal issues in Russia and Ukraine.
Mr. Butler has also written on various trade-related matters, including Russia’s accession to the World Trade Organization, intellectual property protection in China, and China’s compliance with its WTO obligations under TRIPS and TRIMs.
Mr. Butler received his J.D. from American University, Washington College of Law. Prior to law school, Mr. Butler obtained his M.A. in economics from New York University and a B.B.A. in finance from the University of Houston. He studied finance and economics at the London School of Economics. Mr. Butler was a Peace Corps Volunteer in Estonia from 1998-2000, and he speaks Russian.
Mr. Butler is a member of the District of Columbia Bar and the New York State Bar. He is admitted to practice before the Court of Appeals for the Federal Circuit and the Court of International Trade.
