Lillian Mateo-Santos, Esq.
Ms. Lillian Mateo-Santos joined Ferraiuoli as a Member in March of 2011. Prior to joining Ferraiuoli, Ms. Mateo-Santos was a partner at another major law firm in San Juan.
Ms. Mateo-Santos provides counseling to clients on environmental, energy, land use, and regulatory and government affairs matters under the federal and state legal frameworks. As part of her practice she represents clients before the U.S Environmental Protection Agency and the Puerto Rico Environmental Quality Board, the Department of Natural and Environmental Resources, the Solid Waste Authority, the Puerto Rico Planning Board, the Puerto Rico General Permits Office and Municipal Permits Offices.
Ms. Mateo-Santos is involved in enforcement actions brought by: the U.S Environmental Protection Agency and the Puerto Rico Environmental Quality Board pursuant to local and federal environmental laws and regulations, including, among others, the Clean Water Act, the Resource Conservation and Recovery Act, the Comprehensive Environmental Response, Compensation and Liability Act. Additionally, she provides counseling to clients on matters concerning the Environmental Impact Statement process, as well as permitting and land use matters for industrial, commercial and residential development projects. Ms. Mateo-Santos was involved in the drafting process of Puerto Rico’s new Permits Process Reform Act Bill, which became law on December 1, 2009, bringing significant changes to Puerto Rico’s existing permitting processes.
Regarding the energy law area, Ms. Mateo-Santos has also provided counseling to clients in the planning, environmental review process, siting and permitting phases of sustainable and renewable energy projects, including waste-to-energy, solar and eolic projects. Furthermore, Ms. Mateo-Santos has experience on the impacts of environmental matters on business transactions including, among others, mergers and acquisitions of industrial, commercial and tourism related properties.
Representative clients include retailers, manufacturing and pharmaceutical companies, commercial and residential developers, developers of renewable energy projects and lending institutions.
During Law School, Ms. Mateo-Santos was the Associate Editor of the Law Review of the University of Puerto Rico School of Law. She Co-authored with Carlos E. George-Iguina, Análisis Estadístico, 64 REV. JUR. U.P.R. 655 (1995).
