Herbert A. Kline, Esq.
Mr. Kline joined Coughlin & Gerhart, LLP in 2007 and is Of Counsel with the firm. Prior to joining the firm, Mr. Kline was a Partner in the law firm Pearis, Kline & Barber, LLP. From 1957 through 1968, he was Assistant and Chief Assistant District Attorney of Broome County. Mr. Kline has served as Town Attorney of the Town of Kirkwood since 1958, the Village of Port Dickinson since 1992, and the Town of Sanford since 2006, as well as, his past service as Deputy Town Attorney of the Towns of Colesville, Nanticoke, and Triangle. He is also General Counsel to the Binghamton Housing Authority. While continuing to maintain his general practice of law, Mr. Kline presently concentrates his practice in areas of Business Law, Elder Law, Estate Planning, Probate and Trust Administration and Municipal Law.
Mr. Kline is a member of the Broome County, New York State and American Bar Associations. He is the past chair of the Municipal Law Section of the New York State Bar Association and past President of the Association of Towns of the State of New York. He is the author of “New York Municipal Formbook” published in 1992, 1999 and 2006 by the New York State Bar Association. He is also the author of “Forms and Outlines of Criminal Procedure for Town Justices and Police” and author of “Small Claims Guide for Town and Village Courts” both published by The Association of Towns. Among his community involvements Mr. Kline has previously served as Chairman of the Broome County Chapter of the American Red Cross, President of the Binghamton Junior Chamber of Commerce and Vice President of the Broome County Young Republican Club. He is also a past member of the Binghamton Lions Club and Philetus Lodge, Free and Accepted Masons. He presently is a participating attorney of the AARP Legal Services Network and serves as a counselor of SCORE. In 2006, Mr. Kline received special recognition from the Broome County Bar Association for planning and conducting Senior Citizens’ Law Day, as well as, organizing the Senior Lawyers section and its pro bono program. In 2008, he was awarded the President’s Pro Bono Award for the Sixth Judicial District of the New York State Bar Association in recognition of his extraordinary Pro Bono service.
