Professional experience
Mr. Kieper joined Coughlin & Gerhart, L.L.P. in 1984 and is a Partner in the firm. He is Chair of the firm’s Public Law Practice Group, which provides representation to school districts, counties, towns, villages, emergency medical services, and fire districts.

Mr. Kieper is the primary attorney representing the Afton, Binghamton City, Chenango Valley, Groton, Trumansburg and Unatego Central School Districts. He has particular expertise in special education law and student issues. He is special counsel to the Union-Endicott and Whitney Point Central School Districts. He also assists in representing the firm’s other municipal and school district clients. Mr. Kieper frequently provides legal in-service to School District administrators and faculty. He has a also presented programs at the New York School Board Convention, Broome County Bar Association, and at the New York State Athletic Administrators Association.

Mr. Kieper is a member of the New York State Bar Association Labor and Employment Section, the New York State Association of School Attorneys and the National School Boards Association Council of School Attorneys. He also practices Family Law and is a member of the American Bar Association, the New York State Bar Association Family Law Sections, and the Broome County Bar Association Family Court Committee and Judicial Candidate Committee. His community activities include having served as past President of the Southern Tier Zoological Society, Samaritan Counseling Center, Southern Tier Celebrates! and First Night Binghamton Boards, as well as holding various church positions.
