Background
Bright Ariail has practiced law in Charleston since her graduation from the University of South Carolina School of Law in 2001. She grew up on James Island, South Carolina, where she attended Charleston County Public Schools. She graduated from Clemson University in 1981 with a Bachelor of Science in Electrical Engineering. She was admitted to practice in the state and federal courts in 2001, and has been admitted to practice in the United States Court of Federal Claims since 2002.
After receiving her engineering degree in 1981, she was employed for 17 years as an Assistant Resident Engineer in Charge of Construction for the Southern Division, Naval Facilities Engineering Command where she administered numerous construction contracts. Notable projects include completion of the Naval Ordnance Test Unit launch facility for the Trident II missile at Cape Canaveral, Florida and construction of the Naval Nuclear Training Command Nuclear Power School in Goose Creek, South Carolina. She also managed the office at the Charleston Naval Base responsible for the evaluation of damage and design and construction of repairs related to Hurricane Hugo. Ms. Ariail received the Meritorious Civilian Service Medal in 1998 and two meritorious Unit Commendations; is a graduate of the 1993 U.S. Office of Personnel Management Women’s Executive Leadership Program; is a recipient of the University of South Carolina Alternative Dispute Resolution Writing Competition Award; was a Student Works Editor for the South Carolina Environmental Law Journal and was a member of the University of South Carolina Moot Court Bar and of Phi Delta Phi.
Ms. Ariail began practicing law with Rosen, Rosen & Hagood, LLC as an associate in 2001, became a non-equity partner in 2003 and an equity partner in 2008. Since joining the firm, she has concentrated her practice in the areas of construction law and litigation, procurement and government law, including claims made under Federal Acquisition Regulations. She has provided representation to the Charleston County School District, Dorchester County School District Two, Allendale School District, the Charleston County Aviation Authority, Berkeley County Water & Sanitation, Mount Pleasant Waterworks, and the North Charleston Sewer District as well as general contractors and subcontractors, construction material manufacturers and suppliers, design architects and engineers, residential contractors and homeowners. She has handled numerous construction cases and contract disputes for these clients, as well as writing contracts and procurement code revisions, assisting with bid protests, and advising these clients concerning various matters related to contracting, procurement and construction.
